Eber was a son of Benjamin Bartlett and Anna "Anne" (Dowd or Doud) Bartlett. A 1782 approximate year of birth was based on censuses, where he was consistently 20 years older than his wife, Emily, she having been born in 1802. Eber was born in Vermont, likely in Bennington County, Vermont, where his father owned land during that time period. Although he and Emily were enumerated in Hadley, Saratoga County, New York, in 1870, apparently he died in Vermont.

Eber served in the War of 1812 and was listed in A List of Pensioners of the War of 1812:
BARTLETT, EBER,
Aged 73, Hadley, N. Y., private in Capts. Reed and Allen's Company, Vermont Volunteer Militia. He volunteered at Jericho, in September, 1814, for the defence [sic] of Plattsburgh, served seven days, was discharged at Burlington, September 13, 1814, having taken part in the battle of September 11. Application made September 17, 1856; granted 160 acres of land. Witnesses, George Kenyon, Jonathan Crannell, Justice Reuben Wills, of Warren Co., N. Y., Luther Prouty, Sylvanus Blodgett, Justice Erastus Field.
