Bello Ruiz underwent further studies in canon law at the Pontifical Gregorian University in Rome, between 1951 and 1954, and from 1955 until 1958, he served as master and spiritual director of Chilapa's Diocesan Seminary.
Rector of the Diocesan Seminary of the Buen Pastor within the Diocese of Acapulco, Ruiz was named parish priest of the Sacred Family Temple of Acapulco on January 7, 1970, and was later appointed Auxiliary Bishop for the See of Acapulco by Pope Paul VI on February 12, 1974.
Ruiz received his episcopal consecration with the Titular See of Segia, on March 25, 1974, from Archbishop Mario Pio Gaspari, assisted by Bishops Fidel Cortés Pérez and José del Pilar Quezada Valdéz. He was named Bishop of the Diocese of Acapulco two years later, on June 1, 1976, taking possession of the diocese on the following June 29.
When the Diocese of Acapulco was elevated to a Metropolitan See, Bello Ruiz became its First Archbishop, receiving the pallium on June 29, 1983 from Msgr. Girolamo Prigione, Apostolic Delegate to México
President of the Commission for Migration and Tourism within the Mexican Episcopal Conference, he furthermore served as Spokesperson for the Episcopal Commission for Lay Ministry and Permanent Diaconate, Coordinator of the Nacional de la Renovación Carismática Católica en el Espíritu Santo and of the Episcopal Commission for Lay Apostolate.
The Archbishop retired from his pastoral government of his see at the age of 75, on May 8, 2001, in favor of Msgr. Felipe Aguirrre Franco. He died on Sunday, July 6, 2008 aged 82, inside the former seminary of the Franciscan Friars Minor Conventuals in La Mira of complications related to bronchial pneumonia and old age.
His body was laid out in state at the Buen Pastor Seminary and later at Acapulco's Cathedral, where solemn funeral Mass and interment took place.
