Civil War Union Brevet Brigadier General. Last name also spelled Wooley. A banker before the Civil War, he answered the call of President Lincoln to serve by joining the 2nd Indiana Cavalry as its adjutant with the rank of first lieutenant in October of 1861. He served in that capacity until June of 1862 when he became acting assistant adjutant general to the staff of General Robert H. G. Minty of the 4th Michigan Cavalry. He was re-commissioned adjutant of the 2nd Indiana Cavalry on June 11, 1862 and upon organization of the 5th Indiana Cavalry in March of 1863 he was transferred to that unit. He was promoted to the rank of lieutenant colonel in December of 1863. Because of his previous association with General Lew Wallace, who was adjutant general of Indiana at the begnning of the war, he was made provost marshal on the staff of that general in 1864. He was headquartered in Baltimore as provost marshal of the Middle Military Department until the end of Janury of 1866. After the war, he was a partner in a claim collection and real estate agency. From 1870 until 1872 he was deputy governor of the National Home for Disabled Volunteer Soldiers in Milwaukee, Wisconsin.
