Catherine Duncan was the eldest child of Thomas Duncan and Mary Ann McMillan. After her mother's death in 1890 and her father's death in 1891, Catherine and her younger siblings Margaret, Alexander, Thomas, John, Andrew, Mary Jane, and Rebecca were placed in the care of Quarrier's Orphan Homes of Scotland. All but Rebecca, who died in 1892, were sent to Canada as British Home Children. Catherine and Margaret were sent together in 1892, departing Glasgow on 27 May aboard the Sarmatian and arriving in Quebec on 6 June. From there, they went to Fairknowe Home in Brockville, Quarrier's distribution home, before being given placements.


By 1901, Catherine was living in Montague Township in Lanark County, Ontario, with family of Thomas and Jane (nee Scarlett) Bradley. At the time, she was listed as their adopted daughter.


On 25 January 1908, she married George Williams in Smith's Falls, Lanark County, Ontario. They had three children: Doreen, Charles, and George. Sometime after 1917, the family moved to Lachine, where Catherine and George lived until their deaths.
