Robert was the third of four children born to Blanche DeHaven and Edwin Allen Boehmer. In 1969 he graduated from the Pennsylvania State University with a degree in electrical engineering. He worked for Lone Star Industries in Nazareth, Northampton County, Pennsylvania, as an electrical foreman.
He married Elva Bloss and the couple raised two sons and one daughter. After Elva died, he married Harriet Keller.
