William Ellison Boggs, son of George Washington Boggs and the former Isabella Ellison, was born in Ahmedunggar, India; where his parents were missionaries.

Dr. Ellison was chancellor of the University of Georgia in Athens, Georgia from 1889 until his resignation in 1898 (The head of the University was referred to as chancellor instead of president, from 1860 until 1932). William Boggs obtained a B.A. from South Carolina College in 1859 and his Doctor of Divinity, (D.D.) from Columbia Theological Seminary in 1862.

William Ellison Boggs died on August 20, 1920 in Baltimore, Maryland and is buried in Green Hill Cemetery, Waynesville, North Carolina.
