Col. Packard was a 1914 United States Military Academy graduate. He was present at the Mexican Border Expedition, a World War I and a World War II Veteran and retired from the Army in November of 1944. He was awarded the Mexican Border Service medal, the World War I Victory medal with Aisne, St. Mihiel, Meuse-Argonne, Champagne-Marne and Defensive Sector battle clasps (Commanding the 53rd Artillery C.A.C., and the First and Second Anti-Aircraft Battalions), WWI Victory button, American Defense Service medal, WW2 Victory medal, WW2 Honorable Service Lapel Button, American Theatre Campaign medal and the Sharpshooter badge with Rifle, Carbine and Pistol-D bars.
