Shirley was the daughter of Walter & Alyce (Roberts) Baldwin. She was born at 86 Third Street Keyport and remained a Keyport resident until after retirement. Shirley's parents were members of the Keyport Yacht Club, and both her paternal grandfather, James W. Baldwin, and paternal uncle, Robert A. Baldwin, were local oystermen, so she grew up in Keyport, her life very much involved with the Raritan Bay.

After graduation from the local public schools, Shirley attended business school in N.Y.C. After attaining her degree, she went to work and with her first paycheck, she purchased a cocker spaniel puppy, whom she
named "Checkers".

On 27 March 1943, Shirley was married to John P. Bulger of Beers Street, Keyport. Their first home was in Sullensgrove, PA near Jack's employment. This was the era of World War II and soon after their marriage Jack enlisted and was sent to England to serve in the U.S. Army Air Corps as an airplane mechanic. Back home in Keyport, NJ, Shirley lived with her parents on First Street for the duration of the war.

After the war, Jack and Shirley resided for a time on Beers Street, Keyport before building their family home where they spent the remainder of their married years until retirement. Shirley was employed at the People's National Bank in Keyport, eventually becoming the manager of the Accounting Department. After retirement she and Jack relocated to southwest Florida where they spent their golden years.
