Cecil was born as the 14th child in his family of 15 children. He was born October 13, 1903. His parents were Leander Franklin Fallwell & Donnie Ella Bailey. His middle name was actually just initials. When he was older, he asked his mother what the initials stood for, and she told him they named him after his uncle, Elisha Columbus Fallwell, who was a brother to his father.

When Cecil was 3 years of age, his parents moved by covered wagon to Oklahoma with their family which included Cecil's siblings: Walter Columbus, Conrad Velpo, and Moiena Itaska Fallwell. Moving with them was Cecil's oldest brother, William "Willie" Fallwell and his wife, Annie, and son Curtis who was just a baby at the time of the move. Annie also had four children from her former marriage to Leander Lake who went with them. These children were Minnie, Bobbie, Clyde & Virgie Ellen Lake. Also, making the move was Myrtie Williams (age 6) & Verdie Williams (age 4). They were children of Cecil's oldest sister Nevada who died on February 14, 1903 the same year Cecil was born. It is believed there were possibly others in the move to Oklahoma.

They settled on a farm near Meeker, Oklahoma in Lincoln County, and became "share croppers". Cecil had a little sister named Odette who was born November 12, 1905, when Cecil was barely two years old. Odette died on June 9, 1907, having lived only about 1-1/2 years. Cecil really loved her and missed her a lot. Out of 15 children born in this family, only 7 children lived to be adults. The other children died from malaria or "swamp fever", as they called it, or other diseases when they were very young. They lived in East Texas (Panola County) near the Murvaul Bayou and about 50 miles west of Shreveport, Louisiana.

Cecil met Hazel Sims who lived in Payson, Oklahoma, and they were married on November 25, 1924 in Sparks, Lincoln County, Oklahoma. To this union were born nine children, 5 girls and 4 boys. All of these children grew to adulthood except for Leander, the oldest son, who died as a result of an accident at age 16. The remainder of Cecil & Hazel Fallwell's children continued to reside in Oklahoma and have many descendants, mostly in the Oklahoma City area.

Cecil was born October 13, 1903 in Panola County, Texas. He married Hazel Sims on Services for CECIL E.C. FALLWELL, age 57, of 2924 SW 24th, Oklahoma City, Oklahoma, who died in his home Wednesday, will be at 10 p.m. Monday, July 1, 1961, in Agnew Pentecostal Holiness Church in Oklahoma City, Oklahoma. Burial will be in Wheatland at Pleasant Valley Cemetery directed by Hunter Funeral Home.

Fallwell was born in Texas and moved to Oklahoma in the Summer or Fall of 1907 just before statehood. He settled near Meeker and lived for a time at Sparks, Okla. He moved to Oklahoma City in 1926. Surviving are his wife, HAZEL of the home; five daughters: Mrs. ROWENA GEURIN of Oklahoma City, Oklahoma; Mrs. MILDRED CULWELL of Portland, Oregon; Mrs. BETTY BENNETT, Mrs. MARY LIEBER, and Mrs. RETHA BLACKBURN of Oklahoma City, Oklahoma; three sons: LESTER of Edmond, Oklahoma; JAMES "JIMMY" of Cordell, Oklahoma and BOYD of Oklahoma City; two brothers, WALTER of Yukon, Oklahoma, and CONRAD of 2400 SW 19th, Oklahoma City; three sisters Mrs. VINNIE BRITTON and Mrs. VETER BRITTON both of Long Branch, Texas and Mrs. MOIENA RADER of Visalia, California.
