Humphrey ran four times for the US House of Representatives; in the 1860 and 1862 elections he was defeated by Democrat Moses F. Odell. During his final term he was Chairman of the Committee on Expenditures in the Department of the Navy, and a member of the Committee on Foreign Affairs. Long afflicted with a heart ailment, he was stricken on a journey to Washington and died hours after returning to his Brooklyn home. In a strange coincidence, his former rival Odell had died in Brooklyn three days earlier. There is a cenotaph for Humphrey in Congressional Cemetery.
