Born April 2, 1876 near Lexington, Mississippi. He was the fourth of seven children of Sarah Elizabeth Weeks and John Thomas Rhine. When five years old moved with family to Pansy, Arkansas later moved to Fordyce, Arkansas. Was in the first graduating class in Fordyce in 1895. In 1896 entered medical school at Memphis Hospital Medical College.Interned with Dr. Beck at Locust Bayou, Arkansas. Began his practice in May 1899 at Thornton, Arkansas. Dr. Rhine not only practiced out of his office but made house call in surounding counties in the early days by horse back and later by automobile, sometimes covering over two hundred miles in a twenty-four hour period.
