Bailey was born on February 14, 1888 and passed in 1965. He fought in WWI. He was a fine muscian and played banjo for Doc Purcel's road show. He played in a variety of placed under the name of Briscoe & Lewis. He was a telegraph operater for the railroad.His death is is # 01925 vol.4 book 1965. He received a Certificate of Meritorious Service in the 1948 General Election, He received a Lifetime Hunting and Fishing License on June 7, 1956. He received a Certificate of Appreciation for Voluntary Reported 20 years Special Tobacco Survey in October 1960. He and Nell Holly were married on the July 18, 1936 in Casey County KY.Bailey did not have any children but had a nephew name for him John Bailey McConaha. He was a brother to Clarence Brown Briscoe, Sarah (Sallie) Hamner Briscoe McConaha, Hallie Briscoe Lewis, Elizabeth (Lizzie) Briscoe Jennings, James Briscoe, Jerry T. Briscoe, Robert Briscoe, and Ledmond Briscoe. His parents where Samuel Hocker Briscoe and Susan Bailey. His grand Parents were Jeremiah Briscoe & Icyphenia Hocker Briscoe, Col. John Lewis Bailey & Elizabeth Mitchell. His great grandparents were James Payne Mitchell and Sarah Hamner Mitchell
