Samuel Stallard was born about 1745 in Essex County, Virginia. In about 1762, he migrated North with his family to northern Culpeper County, where he married Jael Duncan about 1770. In 1779 he sold his Culpeper land and followed his wife's family southwest to what was then Russell Co., VA, settling near Dungannon along the Clinch River. He and his family are buried at the Stallard homeplace. There is a memorial marker on the site of the family burial plot overlooking the river.

Samuel Stallard (also spelled Stallard, Stallards, Stalliard, Stalyard, Stalyerds, and Stalyers) shows up in the Russell County/Scott County, Virginia Personal Property Tax Lists starting when they were established in 1787 and paid into 1818. In Nov of 1814 Scott County was formed from a portion of Russell County and the Stallards lists are then located in that county.

Note: Many family trees show Samuel died about 1816, because that is the year he wrote his will. However, we can see that Samuel still paid taxes in 1817 and 1818, so he died in 1818 (no specific date listed for the tax payment). His second wife, Dicie/Dicey is then seen on the tax lists.

Note: At no time did any of the Stallards have slaves.
