William was the son of Thomas and Ann (Saylors) Elmore. William married Eliza Ann Clark on December 18, 1850 in Schuyler County, Illinois.

They had fifteen children:

ELMORE--At his home in Wilson Township, Thursday, May 2d, Mr. W.C. Elmore, aged 65 years. Mr. Elmore had lived in Adair county since 1855, and was one of the most prominent citizens of southeast Adair.
