William Snoad was born in East Kent, England in 1812. He came to the United States in the fall of 1832. He lived in Albany, New York until 1834 and then moved to Rochester, New York where he met and married Frances Melissa Smith, also born in England.

William and Frances were the parents of six children, Sarah A., Eliza Jane, Frances Melissa, Harriet E., William George and Victoria Adelaide Snoad.

The family moved to Wisconsin in 1851 settling in Kilbourne City in 1858. William worked as a Wheelwright, Carpenter and Shoemaker. In 1866 he was elected Justice of the Peace and Police Justice.
