Wescombe, 29, from Hobart, Tasmania, disappeared on the middle fork of the Cosumnes River, in north-east California, on June 13.
El Dorado sheriffs searched the river from the shore and a helicopter and dive teams were called in, but could not find Wescombe who was navigating the river with other experienced kayakers.
At the weekend a fisherman spotted an object floating in the river and alerted authorities.
A diving team retrieved the body and a coroner confirmed it was that of Wescombe.
El Dorado sheriffs said Wescombe was making his way down the river with the other kayakers when he rolled, but after righting himself the river funnelled him "into the next set of treacherous rapids".
The other kayakers watched as Wescombe entered the rapids, but did not see him exit.

A memorial service for Mr Wescombe was held in Devonport in north-west Tasmania last weekend.
