He was the son of Lorenzo and Lavina Burling Palmer. He was graduated from the Ontario High School in 190O and had not failed to attend an alumni banquet since that time. He attended Cornell University, the first of three generations of his immediate family to attend the agricultural school; but left before graduation because of an epidemic of smallpox that swept the campus. Although he was retired from his own farm, he continued to help his son and grandson in the family
business.
He was a charter member of the Farm Bureau and GLF and a member of the Grange for over 50 years. He had served as a
trustee of the Ontario Baptist Church for many years. Palmer served the Town of Ontario as justice of the peace and was
elected supervisor for 10 years retiring from the office in the early 1950's.
