U.S. Congressman. Born in Austin, Texas, he graduated from University of Texas, in 1935 and received a law degree from the University of Texas, in 1939. During World War II, he served in the US Army, (1942-44) and was appointed Southwestern Director of the Office of Coordinator of Inter-American Affairs, (1944-45). After the war, he was a member of the Texas State House of Representatives, (1958-66). In 1966, he was elected as a Democrat to the Ninetieth Congress and to the next six succeeding Congresses, serving until 1981. After his final term, he was co-founder of the Texas Observer Magazine. He died at age 88 in Austin, Texas.
