MY FATHER, Jasper Newton Howard was Councilman of Lincoln Park, MI. for seven years and Mayor for 12 years. It was said that he was the best Mayor the city had ever had. As mayor, he and the city council managed to pay off many debts incurred by the city during the Great Depression, including past due script notes. The City Municipal and Public Services Buildings were built during his career.
He set up a one million dollar federally financed post war construction program, to provide the city with addition sewer extensions, park improvements and other public amenities. Mr. Howard was named vice president of the Michigan Municipal League and was a member of the Wayne County Board of Supervisors. He was a life member and Grand Noble of the Oddfellows. Before moving to Michigan, he taught at Morehead State College, Morehead Kentucky. He owned two grocery stores and a real estate and Insurance company while serving the city.

Jasper was also a candidate for the Michigan State Senate District 21 in 1942. Not widely known outside of his district, he was defeated. He later re-examined his Democratic Status, when he thought they no longer stood for the values he embraced and became a Republican.

Jasper was married to Lena Ruth Scott on 24 Aug. 1917 in Bristol, Tennessee. They had five children, Leslie Oliver 1919-1988 Mildred Elizabeth 1921-2008 James Raymond 1924-2001 Shirley Mae 1928-1928 Barbara Jean 1936-
