Early American composer and arranger based in both Massachusetts and Maine. He served in a variety of public offices during his life, including: tax assessor, schoolmaster, town clerk, and justice of the peace. Belcher's musical work was also adapted by composer John Cage for his 1978 work entitled "Some of the "Harmony of Maine".

Belcher served as a Representative to the Massachusetts General Court in 1798, 1799, 1801, 1802. His son Hiram served as a U.S. Representative from Maine in 1847-1849.

Most of Belcher's 75 compositions survive in a book entitled "The Harmony of Maine", which he himself published in 1794 in Boston.
