James was the son of Joseph and Elizabeth (Beidler) Downing; husband of Margaret Pierce (Gheen) Downing, and the father of eleven children. He spent much of his life in Hancock county, Illinois, removing to Kansas just a few years before his death.

The grave marker of James and his wife are within a 50' x 50' fence-like enclosure that can be seen in the photo, probably the largest plot in the cemetery.
