William Frank was the son of Tingo Frank and Amanda Jones Frank. A full-blood Creek Indian, William Frank was the brother of Joseph Frank, Norah Frank, Henry Frank, Ella Frank, Cornelius Frank, John Frank, and Lucille Frank.

William grew up in the area of the Creek Nation Tribal town known as Arbeka in Seminole County.

On Saturday, November 20, 1926, William's obituary appeared in THE OKLAHOMAN in Oklahoma City, Oklahoma.

It read as follows:

In memoriam: William Frank, 21 years old, of Boley died Thursday at a city hospital. The body is being forwarded to Boley for funeral services and burial, it was announced by Hahn Funeral Home.
