U.S. Congressman. Moving to Arkansas in 1861, he attended Bingham's Military Academy, graduated from Trinity College, in 1872, studied law, was admitted to the bar in 1873 and proceeded to practice law in Little Rock, Arkansas. He was a member of the Little Rock City Council, (1877-79), a member of the Arkansas State Senate, (1878-79) and the Little Rock City Attorney, (1879-85). In 1891, he was elected as a Democrat to the Fifty-second Congress and to the next four succeeding Congresses, serving until 1901. An unsuccessful candidate for reelection, he resumed the practice of law until his death.
