The obituary for William's mother, Christina Eppler Stotz, states the family lived in Seneca County before moving to Williams County. I have deducted from this that he was born in the section of Fostoria located in Seneca County.

The information for these two children was given to me by Ellen Rose Stotz Engel. Their birth dates were later found in the Williams County, Ohio birth records.
