Spanish-American War Medal of Honor Recipient. He served in the United States Navy during the War with Spain as a seaman on board the USS Marblehead. He was awarded the CMOH for his bravery during the operation of cutting the cable leading from Cienfuegos, Cuba, on May 11, 1898. His citation "Facing the heavy fire of the enemy, Kramer set an example of extraordinary bravery and coolness throughout this action.". His Medal was awarded to him on July 7, 1899.
