Per a family tree at ancestry.com, Garnett was born to Orlan E. Alexander, b. Sept 1861 in Kentucky and Laura B. Vandever, b. Oct. 1864 in Illinois. (1910 census shows father's name as Aubyn E and 1920 census shows A.E. Alexander.)

Per the 1900 federal census, Garnett (8) lived in Osborne, Sumner, Kansas with his parents and siblings, Trula Elizabeth (13), Evaline J. (10) Leah B. (6), Blanche E. (3) and James A. (1). His father was noted to be a merchant.

According to the 1905 Kansas state census, the family still resided in Osborne and there were now 8 children, having added Horace J. and Homer.

Per the 1910 federal census, the family continued to reside in Osborne. Living with the parents, in addition to Garnett (18) were Evelyn/Evaline (20), Leah B. (16), Blanche E. (13), James A. (11), Horace J. (9), Homer (7), Helen (2) and 6 month old Emmavan. Their father is noted to be a merchant of a hardware store. Garnett worked with his father as a salesman and sister Evelyn is a "millner" at a store.

His WWI Draft registration dated June 5, 1917, showed Garnett to be living in Mayfield, Sumner, Kansas, single and working as a mechanic for Williams Barlow. He was noted to be of medium height and slender build with blue eyes and light hair.

Per the 1920 federal census, Garnett (28) still lived in Osborne with his parents and siblings, Leah, James, Horace, Homer, Helen and Emma. His father was now noted to be a farmer and a grocery merchant. Garnett was also noted to be a retail grocery merchant while Leah worked as a nurse.

In 1922, Garnett married Grace Lillian Larrance, per the 1930 federal census.

According to the 1925 Kansas state census, Garnett and Grace lived in Osborne with their 1 year old son Dick (Richard E.) and Garnett's brother, Homer (21). Garnett was a merchant and Homer was a clerk in a grocery store.

By the 1930 federal census, Garnett and Grace lived on Fredrick Street in South Haven, Sumner, Kansas and had another son, Carl L. (8 mos.). Garnett was noted to be a merchant of a hardware store.

According to his 1942 WWII Draft registration, Garnett and his family lived at 945 East D Street in Ontario, San Bernardino, California. He worked at General Electric located at 234 East Main Street in Ontario.
