Clarence Williams was the eighth child of Alfred Claud Williams and Susan Launa Bosley Williams. He was born October 25, 1910, in New Mexico Territory, southeast of the present-day city of Tucumcari in Quay County. At the time of his birth, his parents lived in a dirt dugout on a homestead claim first filed by Ina's grandfather, Benjamin Franklin Bosley. Clarence spent the first two years of his life on this homestead as his parents sought to "prove up" on their claim. However, after several years of drought and crop failures, the family left New Mexico Territory. On their way to Oklahoma, the family stopped in Texas to pick cotton to earn cash money.

The family settled on a farm north of the town of Westville in Adair County, Oklahoma about the year 1912. Clarence spent the rest of his childhood on this farm. About the year 1917, Clarence began his education at Wagnon School, District #9, located near his parents' farm. He completed the eighth grade at Wagnon in May 1925, and that fall, he began high school at Westville. He graduated Westville High School in May 1929.

Sometime after completing high school, Clarence moved to Oakland, Alameda County, California, where his older brother, Loyd Williams, lived. Clarence obtained a job at Whitaker Battery Supply Company with the help of Loyd, who worked as a foreman for the company. Clarence and Loyd lived at a boarding house on Webster Street with friends.

While attending the First Baptist Church in Oakland, Clarence met Vera Luce. The couple married on November 14, 1939 in Sacramento, Sacramento County, California.

After working for Whitaker Battery Supply Company for some time, Clarence decided to take the postal examination and apply for a job with the U.S. Post Office. Clarence got the job and began as a postal clerk. He eventually became the postal superintendent.

While living in Oakland, Clarence and Vera had three children. Their first child, Harold, was born July 23, 1941. A second son, Robert Warren, was born on May 27, 1943, but lived less than one year. On January 10, 1947, Clarence and Vera's third child, Betty, was born.

After thirty years of service in the postal system, Clarence retired. They couple moved to Murphys, Calaveras County, California. Clarence spent the remainder of his life in Murphys. He enjoyed gardening, square dancing, and spending time with his family.

Clarence passed away on February 6, 1995, in San Andreas, Calaveras County, California, at the age of eighty-four. Interment took place in the Buena Vista Cemetery in Murphys.
