Burnett was the youngest child of Milton and Mary (Tate) Short. He married Jennie Brown on 8 Oct 1876 in Guilford, Wilson Co., KS. Burnett was a lawyer. Both Burnett and Jennie lived at the "Margaret K. Armour Memorial Home for Aged Couples", which was under the auspices of The Women's Christian Association of Kansas City, MO. Both Burnett and Jennie died while residents there.
