Confederate States Army. Joined W. P. Lane Rangers in 1861. Discharged in 1865 with the rank of Farrier (A farrier is a specialist in equine hoof care, including the trimming and balancing of horses' hooves. It also includes the work of a blacksmith). Vines was a tax collector,and Sheriff of Marion County, Texas. In May 1874, he was elected sheriff and served until Feb 1876. In 1877, he was sent to Ohio to bring back Abe Rothschild to stand trial for the murder of his wife, Diamond Bessie (Moore) Rothschild.
