U.S. Congressman. Moving to Mankato, Kansas in 1875, he taught school and engaged in agricultural pursuits. He was a member of the Kansas State House of Representatives, (1888-90), a member of the Kansas State Senate, (1900-04), Mayor of Mankato, (1914-15) and a member of the Kansas State tax commission, (1915-18). In 1919, he was elected as a Republican to the Sixty-sixth Congress and to the next four succeeding Congresses, serving until 1929. Not a candidate for re-nomination, he lived in retirement until his death.
