Continental Congressman. Born in Philadelphia, Pennsylvania, he graduated from the University of Pennsylvania in 1761, studied law, was admitted to the bar and commenced to practice in Philadelphia. He served as a register of the admiralty until the start of the Revolutionary War, when entered the Revolutionary Army and served as Captain in 1771. He served as Secretary of the Continental Board of War, (1776-81) and was elected a member of the Continental Congress, serving (1782-83). After his term, he served as a member of the Pennsylvania State Assembly, (1787-90). In 1792, President George Washington, appointed him Judge of the District Court of Pennsylvania and he served until his death at age 84 in Philadelphia, Pennsylvania.
