He attended grade school for six years in Donaldson and grade and high school at Stephen, MN. He attended St. John's High School, Collegeville, Mn. He also attended college at St. John's University (seminary) in January 21, 1920.
During the summers following his ordination, he attended Catholic University in Washington, DC, and Fordham University in NYC. His first appointment was at the Cathedral, Crookston with missions at Fertile and Mentor.
In August 1924 he was appointed pastor at SS. Peter and Paul in Warren, MN with missions in Oslo and St. Vincent. In 1949 he was named pastor at St. Francis in Fisher. In 1951 he was named pastor at St. Philip's in Bemidji, where he served until 1963. At this time he was appointed pastor at Frazee until 1971. Fr. Mulvey returned to Fisher where he was pastor until 1980. Fr. Mulvey retired in 1980 and remained a resident of Fisher where he bought a home. He became a resident of Villa St. Vincent in September 1988.
In addition, Fr. Mulvey was named Dean from 1951 until 1963. He served as Director of Rural Life and Director of the CCD program.

Born on Aug 23, 1898, in Donaldson, Mn, to Owen and Catherine (Darcy) Mulvey, He graduated from Stephen High School in 1914 and entered the Seminary the same year to study for the priesthood.
He was survived by five sister; Sr. Innocentia Mulvey. OSB, Sr. Mary Magdelene Mulvey, OSB, Crookston, Mrs Alyce (Dupuis-Mulvey) Fitzgerald of San Pedro, CA, Mrs Helen Burchard of Melrose, MN, and Mrs Kay Klassen of Mes, AZ. He is predeeded in death by his parents and one brother.
The funeral was held at St. Stephen's Catholic Church, Stephen, MN on Apr 24, 1989, Fr. Mulvey is buried in Stephen' Cemetery, Stephen, MN. next to his parents.
