Census: 1900, age 14 Carthage, Jasper county, Missouri with parents & five siblings at 415 McGregor street.

Walter E Bailey graduated Carthage High School in forty-two member Class of 1903.

Graduated with his A B degree from University of Missouri Class of 1907, with a LL B in 1909.

Census, 1910, age 24 Carthage, Jasper county, Missouri with 1st wife, an attorney at law.

Was a School Board member when P J McNerney in 1917 built both, Eugene Field school on Chestnut street and Mark Twain, replacing the Rev William S Knight creation, Carthage Collegiate College on south Main at Wiggins street.

Census: 1920, age 34 Carthage, Jasper county, Missouri with 1st wife & three children at 316 Centennial street, a attorney.

Was speaker pro-tem of Missouri House of Representatives while Carthage's Howard Gray was president pro-tem of Missouri Senate during critical conference of 30 July 1921 regarding location of new highways #71 & #66 and others in southwest Missouri, so noted in Sen Richard M Webster's 10 April 1989 letter.

Walter E Bailey was appointed in 1925 to the Missouri State Appeal court's bench in Springfield, where nearly fifty years later, in 1974, George M Flanigan was so appointed.

JUDGE BAILEY BUYS HOME
ACQUIRES JAMES LOGAN RESIDENCE ON MAPLE

Logans in Turn Purchase Tillman Property and Are Remodeling it
Preparatory to Occupancy


Negotiations have been completed whereby Judge W. E. Bailey purchases the James Logan residence at 1238 South Maple street. Mr. Logan in turn has purchases the former J. B. Tillman residence on Garrison avenue at the corner of Cooper street and is now remodeling it preparatory to moving his family there.
The home which Judge Bailey acquires is one of the nice residences of the city. It is an 8-room structure, and was built by Mr. Logan a few years ago.
Mr. Logan is also remodeling the former Tillman place into an attractive home. Mr. Bailey will get possession of the Maple street property as soon as Mr. Logan has his new home ready for occupancy, and will move there. Judge Bailey has not disposed of his present home on East Centennial avenue.

First wife dies in 1929.

Census: 1930, age 44 Carthage, Jasper county, Missouri widowed with four children at 1238 south Maple street, an attorney.

Walter E. 'Lige' Bailey, Jr.

I found a little information on him in the 'Harbaugh History' book (published 1947); he was apparently still alive at the time the book was written. The following is what page 45 had for him:

"Annalee Bettie Harbaugh married August 31, 1940 to Walter Elijah Bailey, Jr., called Lige (b. 4/8/1918 at Carthage). He was in WWII. 37 months, 20th Armored Div. in Europe, as a staff sergeant from 1/28/1943 to 2/14/1946. Son of Walter E. Bailey and Adeline Withers of Springfield, MO. His father was a Judge of Court of Appeals. He is a Baptist, she is a Christian."

Census: 1940 appears to be 'garbled up'!
A)- One has three children of his 1st wife & one child by 2nd wife plus 2nd wife's brother, in household of Oval F & Winnefred Pratz, 1610 south Maple street, which appears to be a boarding house.
B)- Another has he and wife at 1123 south Garrison avenue with her parents in household.
Confusion likely caused because he may have still been (?) serving as Judge of Missouri State Appeal court in Springfield, Greene county, Missouri.

Made news in Eugene Oregon's newspaper, Register-Guard, 23 September 1948, page 17 by sentencing a kidnapper of Carthage's taxi owner Walter Cozad in 1948, which establishes his return to Jasper county from Springfield's Missouri State Appeals court's bench.

He is also noted as Jasper County Circuit Judge in 1951, a position he honorably served several years.

Death: in Jasper county, Missouri.

Mother: Caroline Lueila "Calle" Green b: 7 May 1861 Webster county, Missouri.
