He graduated from Knox College and traveled east and studied law at Columbia University's Law School. In 1888, he was an elector for President Harrison. He was a prominent lawyer in Chicago, Illinois for 30 years and was the legal representative of the Santa Fe Railroad Company. He was both the president of the Illinois State Bar Association and the Chicago Bar Association. He also wrote several books, including "The Chicago Strike of 1894" copyrighted in 1895 and he gave numerous speeches and wrote various articles of interest to the law community. He was also the United States Ambassador to Japan, having been appointed on 23 September 1924 and confirmed on 21 January 1925. He died in office in the town of Karuizawa. The death day on his monument reads 28 and the cemetery record also cites a death day of 28, but the US Department of State cites a death day of 27; this may have had something to do with the time zone in Japan being different. He married Margaret Healey on 18 April 1896. He was buried with full military honors due an Ambassador on 31 August 1925.
