The son of Maryland-born George & Pennsylvania-born Margaret (Pegan) Nimlow, in 1860 hge was a miller living with his family in Martic Township, Lancaster County, Pennsylvania.

A Civil War veteran, he enlisted in Lancaster August 7, 1862, overstating his age by three years, mustered into federal service there August 11 as a private with Co. H, 122nd Pennsylvania Infantry, and honorably discharged with his company May 15, 1863. He also enlisted and mustered into federal service at Lancaster February 29, 1864, as a private with Independent Battery C, Pennsylvania Light Artillery, and honorably discharged with the battery June 30, 1865. His military records spell his first name "Leiper."

By no later than 1892, he was living in Idaho.
