William was the son of Effie Edwinna Bishop and Alexander Muir, Jr. of Portland. William married Genevieve Orton, daughter of Kate (Breitbarth) and George McClellan Orton on Aug 13, 1920. They had 3 sons: Robert, William and Richard. He was a home builder and contractor. He and his parents were life long residents of the Stark Street/Mount Tabor area of Portland. William attended Washington High School on SE Stark Street, as did his 3 sons. His brother Alfred preceded him in death during the 1919 Spanish influenza outbreak.
