James was the son of James Williams Sr and Sadie Williams. He was a 1980 graduate of Warner Robins High School in Warner Robins, Georgia. He enlisted in the U.S. Air Force in August of 1980. Upon his return home, he was employed with the Houston Medical Center in Warner Robins, Georgia in the Engineering Department for 16 years.
