Philip was the son of William Anderson Carter and Lydia "Sallie" Kinser. He was one of sixteen children.
Sometime in the late 1870's Philip and most of his family moved from Tennessee to Hunt County, Texas area.
Philip was the brother of David F., Eagleton Monroe, John Wesley,William Henry , George Washington, Marion Columbus, Emily Susan, James Lafayette, Frances J., Narcissus Jane, Mary "Victory" Victoria, Thomas Newton, Louisa Missouri, Joseph Wright and Martin Canada
