William E. Ballard, Jr. was born April 4, 1933 on the Ballard Ranch in Converse County with Dr. Lynch as the attending physician. He was the son of William E. and Elisabeth R. (Schick) Ballard, Sr. He was reared on the family ranch and received his education in Niobrara County and Douglas.

He served in the United States Army from June 9, 1953 to April 29, 1955 serving in the artillery division in West Germany. He worked as a trucker, various construction jobs, and in the oil fields. He was a member of the Samuel Mares American Legion Post No. 8.

He is survived by his mother, Elisabeth, of Douglas; one sister Barbara Schillinger of Laramie; three brothers, Donald W. Ballard of Douglas, Kenneth Ballard of Laramie, and Richard J. Ballard of Americus, Ga.; and two grandsons. He was preceded in death by his father on June 4, 1978.
