Jay was the son of Elijah and Martha (Jenkins) Clark. He was united in marriage to Mabel Miller on May 29, 1915.
He was a longtime member of Porter's Imperials, a local orchestra.

From the Portland Review - Dec. 18, 1932: "Considerable interest is manifested as to who will be appointed deputies on the staff of Sheriff-Elect Ross. He is understood to have decided upon Jay Clark of Portland for this area. Mr. Clark recently disposed of his bakery business".

Jay operated his bakery for 14 years, prior to going in to law enforcement. Mr. Clark was a constable, marshal and the Chief of Police in Portland, Michigan.
