U.S. Congressman. After graduating from Calvert College in 1861, he studied law, was admitted to the bar in 1864 and commenced to practice law in Westminster, Maryland. In 1875, he was elected as a Democrat to the Forty-fourth and Forty-fifth Congresses, serving until 1879. After leaving office, he was elected Attorney General of Maryland, in 1883 and an associate judge of the fifth judicial district (1891-93). In 1893, he was appointed chief judge of the district to fill the vacancy caused by the death of Judge Miller and served until his death.
