Author. He is known-well in the circle of Philately, the study of postage stamps. Born Jean-Baptiste Philippe Constant Moens, the son of a soldier, he started collecting stamps as a child. This hobby continued into adulthood, when he began to document the history of stamps and publishing his research. He is one of the original researchers of stamps. In March of 1862, he co-authored "Manuel des collectionneurs de timbres-poste" or the "Handbook for Stamp Collectors." This was the first publication about stamp collecting written in French. He later published "De la falsification des timbres-poste" or "On the falsification of postage stamps." He was an honorary member of the British Fiscal Philatelic Society. Besides his collection of stamps, he had a library devoted to music and antiquities. As his health declined, he sold his collections for a large monetary sum. Sources state that his obituary referred to him as The Father of Philately.
