U.S. Congressman. Educated at Centre College, he taught school for a few years, studied law, was admitted to the bar in 1864 and commenced to practice law in Winchester, Kentucky. He was Winchester City Judge in 1865, served as prosecuting attorney, (1866- 67) and established the Clark County Democrat newspaper in 1867. In addition, he was Kentucky State Prison Commissioner in 1880, Kentucky State Railroad Commissioner, (1882-84) and a member of the Kentucky State House of Representatives in 1893. In 1894, he was elected as a Democrat to the Fifty-third Congress to fill the vacancy caused by the death of Marcus C. Lisle, serving until 1895. An unsuccessful candidate for re-nomination, he resumed the practice of law until his death at age 68.
