BURWELL DIES AT 87
Clayton Lee "Teddy" Burwell, 87, a lawyer who was a specialist in aviation law and a noted international tennis player, died of throat cancer May 12 at the home of a daughter in Alexandria.
By 1965, when Mr. Burwell founded the Washington law firm that is now Burwell, Peters & Houston, he had represented small airlines and charter services for a number of years. He was past president and general counsel of the Independent Airlines Association and chief lobbyist for independent airlines and charter services during the deregulation of the airline industry in the 1970s. He retired in 1982.
Mr. Burwell, a native of Charlotte, graduated from the University of the South and, as a Rhodes scholar, received law degrees from Oxford University. There, he was captain of Oxford's tennis team and the Oxford-Cambridge squad.
In 1934, he won amateur tennis singles championships in Sweden, Ireland, Denmark and Scotland He also played at Wimbledon from 1933 to 1935.
Mr. Burwell, then a lawyer with a private practice in Charlotte, received a naval commission in 1941 and during World War II served four years in fighter operations and intelligence on aircraft carriers in the Pacific.
After the war, he became a special assistant to the secretary of the Navy for aviation contracts and was a founder and president of the Naval Reserve Association.
He resumed his tennis playing in the 1950s and 1960s, winning national senior doubles championships.
His marriages to Bobbi Emmons and Rose McCann Gilbert ended in divorce.
Survivors include four children from his second marriage, Catherine Burwell-McClellan of Alexandria, Margaret Leffell of Fairfax, Elisabeth Charles of Annandale and F Basil Burwell of Ocean City, Md.; a son from his first marriage, Delos Brown of Malibu, Calif.; a sister; five grandchildren; and a great-granddaughter.
