US Congressman, Virginia Governor. Born in Cedar Bluff, Virginia, he graduated from Emory and Henry College, in 1894 and was principal of Tazewell High School, (1894-96). He then graduated from the law department of Washington and Lee University, in 1897, was admitted to the bar and commenced to practice law in Tazewell, Virginia. During World War I, he was the local food administrator for Tazewell County. In 1923, he was elected as a Democrat to the Sixty-eighth, Sixty-ninth and Seventieth Congresses, serving until 1929. Not a candidate for re-nomination, he resumed the practice of law, engaged in the raising of livestock and was a member of the Virginia State Corporation Commission, (1929-33). In 1934, he was elected the 52nd Governor of Virginia and served until 1938. As Governor, he created unemployment insurance and after the repeal of prohibition, he created Virginia's Beverage Control board. After his Governorship, he was a member of the board of trustees of Washington and Lee University and of Hollins College. He died at age 78 in Richlands, Virginia.
