Son of William Miller and Rachael (McLong) Miller. His father was a merchant and member of the First Troop Philadelphia City Cavalry, Commisioner of Internal Revenue at Washington from 1798 to 1803, and Secretary of the Marine Insurance Company of Philadelphia from 1803 to 1833.

Edward entered the University of Pennsylvania graduating in 1828; and after receiving his Master's degree, he chose the field of civil engineering. He became Cheif Engineer of the Morris and Essix Canal and of the Catawissa Railroad in 1836, of the New York & Erie in 1840, President of the Harrisburg & Lancaster Railroad in 1843, Chief Engineer of the Shuylkill Navigation Co. in 1845, Associate Engineer of the Western Div. of the Pennsylvania Central Railroad in 1853, Chief Engineer of the North Pennsylvania Railroad in 1853, and its President in 1856, and Chief Engineer of the Pacific Railroad of Missouri in 1856.

He married Jessie Pattison Imbrie. Together they were the parents of Rev. Edward Rothesay Miller and Rev. Dr. William Hamilton Miller.
