The daughter of Charlotte Banks and the late William Conklin, she was born on March 7, 1958 in Niagara Falls, NY.
Billie Jean attended the Holy Name Church in Otisville, and was a volunteer and former coach of the Otisville Little League.
Survivors include: her husband, Samuel L. Quimby at home in Middletown; two sons, Chad A. Dragone and his wife Korey of Otisville, and Cory D. Quimby of Middletown; two grandchildren, Chad Anthony Dragone II and Charlee Mae Quimby; two brothers, William M. Conklin of Otisville, and Dirck M. Conklin and his wife Katie of Chester; four sisters, Joyce Williams and her husband William of Liberty, Patricia Shaw of Otisville, Debra Springstead and her companion Daniel Beemer of Port Jervis, and Lillian Hager and her husband John of Middletown; her mother, Charlotte Banks of Inverness, Fl; numerous nieces and nephews. She was predeceased by: her father, William Conklin, her brother, Dale Conklin, her sister, Deborah Conklin, her step-father, Clarence "Abe" Springstead, and step-father Ron Banks.
Friends may call at the Cornelius, Dodd and Connell Funeral Home, 26 Grove St., Middletown, NY on Wednesday, October 19, from 6-9 PM.
Funeral services will be held at 10:30 AM Thursday, October 20 at the funeral home. Monsignor Peter Tran Van Phat will officiate. Cremation will take place at the Cedar Hill Crematory in Newburgh, NY.
