Phebe was one of fourteen children born to John Turner and his wife, Mary Lucas. She was the wife of David Birks (Sr.), one of nine children born to Jeremiah Birks and his first wife, Elizabeth Brown. Mary and David were married on June 27, 1833. They had eleven children; Margaret (W. F.) Copeland, Mary, Elizabeth, John, Lydia, Jeremiah, James, Roland, Sarah (David) Smith, Martha and David.
