Cornelia's father was of Welsh descent, her mother had been in America many years when they met. According to a History of Laurel, Montana, "the Indian Chief, Black Hawk, was one of her ancestors."

In 1864, Cornelia was united in marriage to Jacob T. Sanford in New Egypt, New Jersey. In 1885, they came to Montana and purchased land 3 1/2 miles west of Laurel, Yellowstone County, which they improved until it became one of the finest ranches in the valley, known as Mountain View Ranch. Together they had 4 children.

Her husband, James was a staunch Republican and though he was never a candidate for office; was a delegate to the first Republican convention ever held in Billings, and in succeeding years attended many other Montana State Conventions.
