He was the son of the late Samuel Jennings Baxter and Hilda Mae Sterling. He attended school in Stevensville, Md and at the age of 16 began working with his father as a waterman. He later worked in Marine Construction building bridges and decking for Dissen and Jung. Jan 5, 1980 he married Barbara A. Dohler.He was a member of the Bay County Moose Lodge 831, where he was a past
Governor.He will always be remembered as a person who lived life to the fullest.He is survived by his wife Barbara, daughters April Marie Baxter, Chester, Md, Amanda May Baxter, Stevensville, Md. Son: William
